研究員，中國航空工業空氣動力研究院院長。
1985年畢業于北京郵電大學。歷任沈陽飛機設計研究所設計員、專業組長、航電部長、副總設計師。2003年起任沈飛公司副總經理、總工程師、總經理、副董事長。
三十多年來，一直從事殲擊機的設計、制造、試驗、試飛工作。曾擔任多個飛機型號的總工程師、現場副總指揮、總指揮職務。曾榮獲國家科技進步二等獎兩項、省部級獎多項。
近年來擔任中國航空工業空氣動力研究院院長，帶領團隊與清華大學合作利用風洞開展超疏水材料防除冰研究，取得重大進展。

Prof. Yuan graduated from Beijing University of Posts and Telecommunications in 1985. He has successively engaged in positions as Engineer, Group Leader, Head of Integrated Avionics Department, Vice Chief Designer at AVIC Shenyang Aircraft Design and Research Institute and served as Deputy General Director, Chief Engineer, General Director, Vice Chairman in Shenyang Aircraft Corporation starting from 2003.
His dedication in the aircraft development field lasts more than three decades, from design to manufacture, from wind tunnel testing to flight test. He worked as the Chief Engineer, on-site Deputy Director in Chief, and Director in Chief for several aircrafts, and won the second prize of the State Science and Technology Progress Award twice and several provincial and ministerial awards.
Recent years, President Yuan leads Icing Research Group of AVIC Aerodynamics Research Institute to cooperate with Tsinghua University on anti-icing and de-icing research by means of wind tunnel testing, and makes remarkable progress in superhydrophobic material development.
